David brings over 16 years of significant business development and public policy experience in the midstream, downstream, and renewable fuels business. Prior to joining Navigator in 2021, David served as VP of Strategic Planning & Public Policy for Valero Energy Corporation, where he was responsible for corporate strategic planning and the identification and analysis of public policy trends. During his tenure at Valero, David served in various roles, including VP of Business Development, Executive Director of Government Affairs, and Director of Business Development for the midstream business. Prior to those positions, he worked in Valero’s legal department, the Clear Channel Communications legal department, and in private law practice at Cox & Smith and Thompson & Knight. David holds a J.D. from the University of Texas at School of Law and a B.A. in Communications, with a minor in Economics, from the University of Arkansas.
